WE ARE THE LEADER OF THE REGION IN HEALTH AND EDUCATION.

Chairman of the Board of Directors of PARKHAYAT Group, Dr. Mustafa Enis Arabacı evaluated his work in the field of health and education to Kocatepe Newspaper. Hosting Kocatepe Newspaper owner Sezer Küçükkurt, Editor-in-Chief Burak Aydın and Columnist Murat Arısoy, PARKHAYAT Group Chairman Dr. M. Enis Arabacı also made evaluations regarding the agenda. Stating that PARKHAYAT Group continues to grow with its brand value and that they are progressing towards the goal of becoming the leading organization of the region in the field of health and education, Arabacı said that Turkey has been in trouble for the last two years, especially after the period after 17-25 December and after the 15 July Coup Attempt. He stated that he fought for independence in general and was very successful in it. Dr. Mustafa Enis Arabacı said, "There are problems in the economic field, but these come and go, nothing is more important than the independence of the state and the integrity of the country."

“WE WERE SUCCESSFUL IN THE STRUGGLE FOR INDEPENDENCE” 

Kocatepe: Can we get your thoughts about the period Turkey is going through? Mustafa Enis Arabacı: Turkey has waged a general struggle for independence for the last two years, especially the period after December 17-25 and the July 15 Coup Attempt, and has been very successful in this. I think everything that needs to be done has been done since the trench incidents. The situations specific to our state and country are more important than the economy or anything else. Other issues will recover over time, independence and the integrity of the homeland are priorities. I think terrorist incidents will end in the short term. I believe that some moves that we think put Turkey in a difficult situation may be moves that make Turkey grow.

“WE ARE IMPROVING OUR SERVICE NETWORK AND PERSONNEL STRUCTURE” 

Kocatepe: PARKHAYAT Group is a group that makes a significant contribution to Afyonkarahisar employment. How many employees do you have? Mustafa Enis Arabacı: We have undertaken the task of operating the hospital together with our partners and team since June 2006. We currently provide our services in the form of two hospitals, two schools and a medical center, and we are trying to expand the service network a little more every year. As you know, there are difficulties experienced by businesses in today's economic conditions. During this period, we are doing our best to run our business without compromising on quality and preserving employment. We strive not to lower the bar in terms of the number of employees. There are currently a total of 846 employees in our organizations. 645 of this number work in Afyon. Private business that employs numerically more personnel than us; I don't know if there is. But we are the leading organization in Afyonkarahisar in terms of insurance premiums. Because we employ a high-paid group. Kocatepe: PARKHAYAT in 2017; Could you tell us about the innovations that the Group will bring to Afyonkarahisar and the region? Mustafa Enis Arabacı: We are a reference hospital in many areas in Afyon. We are the hospital that receives the most applications for highly challenging and vital procedures in branches such as cardiology, cardiovascular surgery, gynecology, general surgery, urology and ophthalmology, and performs these procedures the most with today's technologies. Of course, the responsibility for this is very high. It is important that there are people coming to Afyon to receive health services from the region. We are starting Nuclear Medicine service starting next month. Our Nuclear Medicine Center, where scintigraphies are taken with a new model device, is starting to serve. We are renovating a space in the hospital and establishing an Oncology Unit. By starting a medical oncologist and an appropriate team; We will also start providing oncology services. Kocatepe: Is there any service within your group that we cannot provide in the field of health? Mustafa Enis Arabacı: We will still have a deficiency regarding radiotherapy. Afyon Kocatepe University does this. Other than that, we don't have anything missing.

“WE PERFORM WITH SPIRITUAL SATISFACTION, NOT WITH MATERIAL EXPECTATIONS” 

Kocatepe: Mustafa Enis Arabacı is a name that has proven himself both in his profession, with his personal characteristics and financial structure. In such a period, you are willing to work a stressful job with your savings and capital. So why are you in such a struggle when a more comfortable life is possible with the opportunities you have? Mustafa Enis Arabacı: When I hear your question, I feel like saying, "So there are people who understand us and can observe our situation." When these kinds of things are done for money, it is difficult to get results. Some people are satisfied when they do certain things, they cannot sit idle. Being successful and contributing something to the field of health makes us happy. We really have a big responsible and risky mission. Here, we provide both hotel management and hospital services. We provide service in an environment where surgeries are performed, diagnoses are made, and vital developments are constantly experienced. In Afyon alone, 25 thousand people come to our outpatient clinic every month, and many people come for surgery. There is a very high tempo. In my opinion, the most important problem of the healthcare system in Turkey right now is this high tempo. The system does not clearly distinguish between the important and the unimportant, quality and poor quality, reliable and unreliable. The repayment system works with a logic that calculates the number of jobs, not the difficulty or quality of the work. Hospitality is an area with a lot of agenda. Every day we read in newspapers and watch on television, there is news about medical practices whether right or wrong. Also, there are routine inspections of a ministry almost every week, and some of our employees leave their primary jobs to deal with these tasks. We will not find anything missing in these inspections, but I do not think that there are any institutions that are inspected as necessary as private hospitals. It is a job with lots of parameters and high action. A person who can manage a hospital must have a strong mental structure. It is a really difficult organization. ; For us, the job we know best is being a doctor. In fact, we are trying to do what we know best. We want to do the best job. We do a stressful job. It is also a social business, and we receive a lot of blessings. There are pros and cons. It is not possible to continue these businesses properly without creating a certain economic added value. However, running a hospital with purely financial concerns does not produce good results. ; Rather than material satisfaction, we aspire to this work with the idea that we should first do our job right, the rest will come anyway, and perhaps for spiritual satisfaction.

“UNFAIR COMMENTS ARE MADE ABOUT PRIVATE HOSPITALS” 

Kocatepe: Recently, an image of private hospitals as a money-grabbing trap has emerged among the public. Are private hospitals trying to get money from incoming patients? Mustafa Enis Arabacı: People no longer have an obligation to go to a certain hospital. Aren't there many alternatives in health? It is also in Afyon. When you look at the 5 kilometer radius, there is a large University Hospital, a modern State Hospital, us, and two other private hospitals. There are many options. ; ; People go to private hospitals knowing that they are noticed. It's an unfair comment. Additionally, if you look at the differences received by private hospitals in Afyon compared to private hospitals in other provinces throughout Turkey, you will see that they are very low. Considering the economic situation of private hospitals, most of them have debts. Medical practices are very costly. I think those who talk like this are making an unfair comment. If they knew the details of the job, they wouldn't think like this. I am also a board member of the Private Hospitals Association. ; We have been working with SSI prices that have not changed for 11 years. For example, SGK pays 25 TL for a pediatric examination, 28 TL for an internal diseases examination, and 31 TL for a gynecological examination. You will be surprised by this fee, but the blood tests, x-rays and ultrasounds you will do are also included. So, he says, for this 25 TL, do the examination, do the analysis, I can't give you anything else. He also receives a 15 TL contribution fee from the patient. It receives this share through us and then collects it from us. One night's bed fee is 30 TL. An appendicitis surgery costs 435 TL, a birth costs between 450 - 520 TL. Don't be mistaken, 8% VAT is added to these. As you can see, SGK receives services from us at surprising prices. If there are people who think that SGK pays and you are taking money from us, they probably do not know these details and are doing us an injustice. At the beginning of the year, we wonder if the government will raise these prices this year, but in vain, we have been providing services at the same prices for years. Expectations have been disappointed this year. When these prices first started, the minimum wage was 300 TL, now it is 1404 TL, but the state still receives health services from us, mainly at the prices of 11 years ago. If it were not for SGK, these hospitals would not have grown this much, but we really provide services at very cheap prices compared to today's conditions. The wages I mentioned are the lowest in OECD countries. It is many times below European countries. We stand within the legal difference limits on behalf of our own hospital. In some branches, we charge difference fees below the limits. If we do not receive these differences, we cannot provide this service. We need to close the hospital. When you compare a public hospital with a private hospital, you buy the land for the hospital yourself, build the building yourself, buy the medical equipment yourself, pay the salaries of the staff yourself, and have a tax liability. In other words, this will not work without making a difference; In order for us to operate without any difference, the state must seriously revise the service fees. According to a recent study, the cost of an equal patient to the state is one unit in a private hospital and two units in public hospitals. Long story short, private hospitals, especially in Anatolia, currently bear the burden of the healthcare system with almost no burden on the state, and it is not known how long they will last at these prices. Kocatepe: Why are private hospitals preferred? Mustafa Enis Arabacı: Why do people go to private hospitals when there are so many hospitals? The most important expectation of people in healthcare is to receive reliable and accurate service in the most comfortable way. This requires a correct hospital building. It is necessary to have a vision and organization in accordance with international standards and to have a medical device infrastructure that includes up-to-date technology. In addition, qualified physicians and healthcare professionals and strict self-control; must. If even one of these is missing, things may not go the way you want. And before I forget, I must say "unlimited goodwill." You must have unlimited goodwill in this business, you will not make any small calculations. We try to provide these as much as we can. We provide fast service. We take the expectations and complaints of patients and their relatives very seriously. We make physician multiple choice. I do not appoint a person whom I do not want to be examined myself. Citizens are also aware of this. The devices we use and who the doctor is are important. In the latest quality assessments made by the Ministry of Health, we received high-level scores such as 95 points in Afyon and 88 points in Akşehir, even though it is a new hospital. Brand perception is also important. PARKHAYAT has become a good brand. Our patients now come to an unknown doctor in Afyon with confidence, thanks to the brand created by our hospital.

“WE TAKE COMPLAINTS INTO CONSIDERATION” 

Kocatepe: What are the most complained and most appreciated things in your institution? Mustafa Enis Arabacı: There are not many complaints. Even though we take the MRI in one day, sometimes they want it to be done right at that time. There are some complaints about appointment slippage. No matter how much training is given, there may be complaints about staff communication. More liked things. We take complaint boxes very seriously. We will examine whatever is written there and do what is necessary. 80-85 percent of those boxes say thank you. The most common complaint was about the ultrasound order. We solved this too. It is said that even if you hire another doctor, the citizen does not know the rules, how many doctors I will work with depends entirely on the ministry's planning, I cannot hire a doctor as I wish, I cannot increase the number.

“WE WANT TO CREATE THE BEST SCHOOL IN THE REGION” 

What is the latest situation about your hospital in Kocatepe Akşehir? Mustafa Enis Arabacı: I go to Akşehir at least once a week. We completed a year there too. Our perception among the local people and the bureaucracy in the center of Konya is very good. They found a much better hospital than they expected. Apart from Akşehir, patients started to come from surrounding districts and provinces. I think it will be well established this year with a few extra moves. 210 in Akşehir; We have around 100 employees. The number of active physicians is 25. We conduct around 12 thousand outpatient clinics per month. Sultandağı also started to go there rather than Afyon. Kocatepe: We see the name Park in education as well as health. We see that your successful and disciplined nature is reflected in TED College. With so much on your plate, how did your initiative at TED begin? Mustafa Enis Arabacı: We will graduate approximately 210 students from Park Health College this year. If we had not entered the Health College business 3.5 years ago, we would not have been able to master the details of education and we might have had hesitations about applying for TED. At that time, we saw that some hospitals other than ours were also entering health education. The number of auxiliary health personnel in our country is really insufficient, and we have experienced this difficulty a lot. We started our business with the idea of training our own employees. When we opened our school, Health Colleges were very popular. Over the years, their numbers in Turkey have decreased and turned into schools where those who provide really good services stay. There was no nurse assistant branch in Turkey. There is this branch in many countries. ; In order to provide health services more efficiently, Turkey needs to increase the number of graduates in these branches. We started to include our own team in the training. Internships are also productive. We already have very successful students. We started to reap the fruits. Coming to your main question, when we started to learn a little about education, we started to receive news about the transfer of Ted Afyon College, as the Afyon Education Foundation was not fully ready to make the expected renovation of TED College and changed its mind about managing the school. We were also interested. At that time, other companies also met with AEV, but we were lucky enough to take over TED Afyon College. Of course, we also had meetings with TED headquarters first. First, we signed an education cooperation agreement with the Turkish Education Association for TED Afyon College, and then we made an agreement with AEV. When we took over TED Afyon College, we did not plan to get involved in a project as large as the construction we have done now. Moreover, we never thought we would spend as much as we do now. But after the transfer, we expanded our research and visited the newly built TED Colleges. TED has its own building standards. We also have perfectionism. We missed some adjustments to comply with them. Thus, our goal became to create one of the best campus schools in our country. We made a comprehensive revision in the existing buildings, leaving only the columns. We added 3 more new blocks to the building. We are currently finishing the gym. Our school has become a school building with a capacity of 1000 students. We strengthened the education staff. We get very good results in exams. For example, we are the first in Afyonkarahisar province in TEOG. It was like that last year. ; I can say that investing this much is not just for the purpose of making money. We can perceive it as a social responsibility project. In such cases, we want to carry out the work without losing money. If a surplus value is produced in economic terms, it will please us. Our priority is to create the best school in the region and to raise individuals who are loyal to their homeland and nation and who can compete with the world in every field.

ATTENTION SHOULD BE PAID TO QUALITY IN EDUCATION 

Kocatepe: Is there a balance between potential and demand in the field of education in Afyon? Mustafa Enis Arabacı: There has been a private school craze not only in Afyon but throughout Turkey. Our Ministry of National Education has a plan for 15 percent of students to go to private schools by 2023. Turkey is still far from this with 7.6 percent. In this sense, there is no significant problem in terms of the balance of potential and demand. Many institutions are opening, some are closing. Here, great attention needs to be paid. Schooling should not be done in makeshift, temporary institutions. What will it give to students if places that will not work, cannot create good staff, and cannot provide good educational environments to students continue as schools? What deficiencies will be seen in education until the system is established? Some people open a business, make a loss and close it down. But school is not like that. It is necessary to consider whether the student suffers from the loss of years and preparing for the future.
